Newport-Mesa Unified School District has created Board Policy (BP) 5142.04 - Bicycles and E-Bikes to enhance student safety and provide clear guidance for students who choose to self-commute to and from school. This policy will be effective starting in the 2026-27 school year.

Key requirements of the policy are outlined below and in the Bike Safety Flyer [English | Spanish | Russian]. For a complete list of regulations, please review BP 5142.04.

Elementary & Middle/Intermediate Students (TK-8th Grade)

  • Students in elementary and middle/intermediate schools are strictly prohibited from possessing or operating E-bikes, E-motos, and other devices, as listed in the definitions of BP 5142.04, on school property, including the periphery of campus, at all times. 
  • Students are encouraged to ride bicycles and are required to wear a helmet and participate in a bike safety training, along with other requirements outlined in BP 5142.04.

High School Students (9th-12th Grade)

  • Students in grades 9-12 may possess an E-bike on campus. 
  • E-motos and other devices, as listed in the definitions of BP 5142.04, are strictly prohibited on any district property.
  • Students are required to participate in an E-bike/bicycle safety training program, along with other requirements outlined in BP 5142.04.

Riding a bicycle or E-bike to school is a privilege, and students are expected to follow the district’s safety requirements. Please carefully review BP 5142.04 for a full list of requirements.

Look for communication from your child’s school for bike safety or E-bike training opportunities this summer.
